This recommendation falls in the middle of “you shall not” and “individual associations can make the informed decision.”
On March 15, 2020 the BCLA issued a statement reiterating the position that each individual association can make an informed decision on the suspension or continuance of lacrosse activities. See the full statement here:

Based upon the quickly changing circumstances, the Saanich Lacrosse Executive has suspended all lacrosse activities until Monday, March 16 at the end of day.
At this point in the pre season the only activities scheduled are practices for the competitive divisions and these are small groups gathering at the outdoor box. The Executive will be evaluating the information from the CLA, BCLA, and the Vancouver Island Minor Lacrosse Commission to make a decision on whether to allow practices to continue over Spring Break. This decision will come at the end of day March 16, 2020.
The regular season was anticipated to commence for the competitive divisions the weekend of April 4 & 5, 2020 and the weekend of April 18 & 19, 2020 for Mini-Tyke, Tyke and Novice. The VIMLC is in discussions on how COVID 19 could impact the season start dates and number of games scheduled.
